As for other cities in central Japan, including Tokyo and Osaka, they predominantly enjoy sunny and a bit cold weather.

Temperature

In December, the overall weather of Japan gets colder and colder, but there are huge temperature differences between the north and the south.

The cities located in northern Japan are particularly freezing. For instance, Hokkaido has temperatures of -5 to 0 degrees Celsius (23-32 degrees Fahrenheit) in the first half month and -10 to -5 degrees Celsius (14-23 degrees Fahrenheit) in the second half month. In 2021, the lowest temperature this month was only -15°C (5°F). In cities in central Japan such as Tokyo, Osaka, Kyoto, and Fukuoka, temperatures are slightly milder and you generally won’t feel very cold. At the beginning of the month, temperatures in these areas can still reach around 10-15°C (50-59°F). As the month progresses, temperatures generally drop to around 5-10°C (41-50°F) by the latter half. The southern Okinawa is notably warmer and more like in deep autumn, with temperatures still reaching around 15-20°C (59-68°F).



Precipitation

In December, relatively high precipitation is expected in Japan’s northernmost region of Hokkaido and coastal cities in the northwestern region, such as Aomori and Kanazawa. In these areas, snowfall will be the primary form of precipitation, though rain may occur, typically only during the first few days of the month. Generally, they will experience around 20 days of precipitation this month, with the possibility of moderate to heavy snowfall. So, these destinations will indeed offer you beautiful snowy landscapes in December, but they may also cause some travel delays due to heavy snowfall.

In contrast, areas like Okinawa in southern Japan see monthly precipitation of around 100 mm and only experience rain. The rainy days are usually no more than 10 days on average.

Most cities outside these regions mentioned above receive notably lower monthly precipitation, typically around 50 mm on average. Note that the air is relatively dry as a result. Rain is the predominant form of precipitation in these areas, but some of these cities may welcome their first snowfall this month.

In December, no matter where you travel in Japan, you will find that daylight hours are short and not ample enough for you to travel around. Located at the southernmost tip, Okinawa enjoys Japan’s longest daylight hours this month, averaging around 10.5 hours. In the northernmost region of Hokkaido, daylight lasts only around 9 hours, and the sun sets quite early at approximately 15:59-16:09.

In snowy regions like Hokkaido, the sunshine hours average just 3 hours daily, while in areas with slightly lower precipitation, sunshine hours range from 4 to 6 per day on average.

Is It Cheaper to Visit Japan in December?

Overall, it depends on your destination and the specific traveling time.

Hokkaido enters its peak season this month – its wonderful snowy landscapes and exciting winter sports like skiing draw large crowds of tourists. During this period, both airfare and hotel rates surge significantly.

Most other cities, however, are in their slack season most time of this month. You can enjoy a peaceful journey by booking hotels with good environments and flights at convenient times at relatively low prices. Note that this favorable situation will cease around December 25th, 2025, Christmas Day, when most Japanese cities become bustling and crowded with tourists. Remember that the further north you go, the thicker clothes you should prepare. If you go to Okinawa, autumn clothes are suitable in December. It is warm when it’s sunny, and it’s OK for you to wear long-sleeved T-shirts plus knitwear or hoodies for the upper, and thin jeans for the bottom. When it is rainy or windy, however, you are recommended to put on trench coats or leather jackets to keep warm, which are also needed at night. If you plan to visit Tokyo, Kyoto, or other cities in central Japan, sweaters with thick overcoats are essential. As for pants, thick jeans or sweatpants are suitable choices. Then, outfits like sweaters and fleece-lined pants plus down coats are recommended for trips to Hokkaido. Scarf, gloves, and cotton hats can also be useful.

Shoes: For trips to Hokkaido, you need to bring non-slip, water-proof, and warm snow boots, while for trips to other places, thick and comfortable sneakers are advised to pack.

1. When traveling to Hokkaido in December, remember to book hotels and flights well in advance, which can not only ensure a smoother trip but can also help you spend less. For other cities, advance booking is also essential if your trip falls around Christmas Day or New Year’s Eve.
2. Daylight hours are short this month, so plan your itinerary in advance and make your schedule as compact as possible.
